Sergeant Lindsay Boxer of the SFPD faces an ambitious case involving simultaneous, precise sniper murders across San Francisco, Los Angeles, and Chicago. The initial victims, struck by three bullets in three cities, are quickly discovered to have been involved in lucrative, criminal activity, leading to a national debate on the shooters' motives: are they villains or heroes? As the casualty list expands, Lindsay, with the help of the Women's Murder Club, leads the manhunt for the killers. Concurrently, Assistant District Attorney Yuki Castellano must prosecute a young man she suspects is an innocent patsy in a separate murder, and Lindsay's husband, Joe Molinari, begins a private investigation after a friend claims a local doctor murdered his father.
