In this whimsical picture book, a young, imaginative boy named Clarence discovers a drain tap in his town that has been labeled "RAIN" (because the "D" has worn off). When he turns the tap, he discovers he can magically make it rain. His curiosity leads him to cross paths with the Rainmaker, a mysterious man who keeps the tap and shares the responsibility with Clarence, teaching him how to use magical umbrellas and even how to create rainbows. When Clarence accidentally causes a flood, he must learn to manage the rain before the Rainmaker returns.
